सीबीसी ने फायर सेफ्टी सर्टिफिकेट को लेकर एमसी के आदेश का स्वागत किया

चण्डीगढ़ : चण्डीगढ़ बिजनेस काउंसिल (सीबीसी) ने चण्डीगढ़ नगर निगम द्वारा फायर सेफ्टी सर्टिफिकेट को लेकर जारी हालिया आदेश का जोरदार स्वागत करते हुए इसे व्यापारिक समुदाय के लिए बड़ी राहत और महत्वपूर्ण उपलब्धि बताया है।
इस नए आदेश के तहत फायर सेफ्टी सर्टिफिकेट (एफएससी) जारी करने या नवीनीकरण से पहले प्रॉपर्टी टैक्स रसीद के सत्यापन की अनिवार्यता समाप्त कर दी गई है। यह निर्णय नेशनल कंपनी लॉ ट्रिब्यूनल से जुड़े मामलों के अनुपालन में लिया गया है और इसे एक महत्वपूर्ण प्रक्रियात्मक सुधार माना जा रहा है।
सीबीसी के अध्यक्ष अजय गुप्ता ने इस निर्णय का स्वागत करते हुए कहा कि इससे उन व्यवसायों की लंबे समय से लंबित समस्याएं हल होंगी, जिनके फायर सेफ्टी सर्टिफिकेट केवल प्रॉपर्टी टैक्स बकाया होने के कारण रोके गए थे, जबकि वे सभी फायर सेफ्टी मानकों का पालन कर रहे थे।
सीबीसी टीम, जिसमें पूर्व अध्यक्ष चंदर वर्मा और उपाध्यक्ष अवि भसीन शामिल हैं, ने फायर सेफ्टी सर्टिफिकेशन प्रक्रिया से जुड़े मुद्दों को उठाने में सक्रिय भूमिका निभाई।
काउंसिल ने मेयर सौरभ जोशी के सहयोग के लिए भी आभार व्यक्त किया।
अजय गुप्ता ने बताया कि उक्त आदेश के तहत 13.09.2019 की एसओपी से प्रॉपर्टी टैक्स सत्यापन की शर्त हटा दी गई है, प्रॉपर्टी टैक्स बकाया के कारण लंबित या रोके गए सभी फायर सेफ्टी सर्टिफिकेट मामलों को अब प्रोसेस किया जाएगा, बशर्ते फायर सेफ्टी नियमों का पालन हो, स्टेशन फायर अधिकारियों को निर्देश दिया गया है कि केवल प्रॉपर्टी टैक्स बकाया के आधार पर एफएससी जारी करने या नवीनीकरण को न रोका जाए, फायर सेफ्टी प्रक्रियाओं और एसओपी दिशा निर्देशों का सख्ती से पालन अनिवार्य रहेगा तथा सहायक कलेक्टर (टैक्स), नगर निगम चंडीगढ़ को निर्देश दिया गया है कि वे प्रॉपर्टी टैक्स की वसूली अलग से तेजी से करें और डिफॉल्टर्स के खिलाफ नियमानुसार कार्रवाई करें।
उन्होंने कहा कि यह सुधार “ईज ऑफ डूइंग बिजनेस” को बढ़ावा देगा, साथ ही फायर सेफ्टी अनुपालन से कोई समझौता नहीं होगा।
संस्था ने उम्मीद जताई कि इस तरह के संतुलित और व्यावहारिक फैसले प्रशासन और व्यापारिक समुदाय के बीच विश्वास और सहयोग को और मजबूत करेंगे।

CBC Welcomes MC Order on Fire Safety Certificates
Ease of doing business will improve while fire safety compliance will not be compromised: Ajay Gupta
Chandigarh: The Chandigarh Business Council (CBC) has strongly welcomed the recent order issued by the Municipal Corporation Chandigarh regarding Fire Safety Certificates, calling it a major relief and a significant achievement for the business community.
Under the new order, the requirement of verifying property tax receipts before issuing or renewing Fire Safety Certificates (FSC) has been removed. This decision has been taken in compliance with matters related to the National Company Law Tribunal and is being seen as an important procedural reform.
CBC President Ajay Gupta, while welcoming the decision, stated that it will resolve long-pending issues faced by businesses whose Fire Safety Certificates were withheld solely due to pending property tax, despite complying with all fire safety norms.
The CBC team, including Immediate Past President Chander Verma and Vice President Avi Bhasin, played an active role in raising concerns related to the fire safety certification process.
The Council also expressed gratitude to Mayor Saurabh Joshi for his support.
Ajay Gupta further explained that as per the order, the condition of property tax verification has been removed from the SOP dated 13.09.2019. All pending or withheld Fire Safety Certificate cases due to property tax arrears will now be processed, provided fire safety norms are met. Station Fire Officers have been instructed not to withhold issuance or renewal of FSC solely on the basis of pending property tax. Strict adherence to fire safety procedures and SOP guidelines will remain mandatory. Meanwhile, the Assistant Collector (Tax), Municipal Corporation Chandigarh, has been directed to expedite the recovery of property tax dues separately and take action against defaulters as per rules.
He added that this reform will promote ease of doing business while ensuring that fire safety compliance remains uncompromised.
