लंबित वैट मामलों पर एमनेस्टी स्कीम की मांग, सीबीएम प्रतिनिधिमंडल ने अनुराग ठाकुर से की मुलाकात
चण्डीगढ़ : जीएसटी लागू होने से पहले के लंबे समय से लंबित वैट असेसमेंट मामलों के समाधान की मांग को लेकर चंडीगढ़ व्यापार मंडल (सीबीएम) का एक प्रतिनिधिमंडल को हिमाचल प्रदेश से सांसद एवं पूर्व केंद्रीय मंत्री अनुराग ठाकुर से मिला। प्रतिनिधिमंडल ने व्यापारियों और एमएसएमई इकाइयों को राहत देने के लिए एकमुश्त एमनेस्टी स्कीम लागू करने की मांग उठाई।
प्रतिनिधिमंडल का नेतृत्व सीबीएम अध्यक्ष संजीव चड्ढा और चेयरमैन चरणजीव सिंह ने किया। उनके साथ सीबीएम के सलाहकार सुशील बंसल, वरिष्ठ पदाधिकारी एल.डी. शर्मा तथा संजय आहूजा भी मौजूद रहे।
प्रतिनिधिमंडल ने बताया कि यूटी चंडीगढ़ में प्री-जीएसटी दौर के हजारों वैट असेसमेंट मामले पिछले 8 से 10 वर्षों से लंबित पड़े हैं, जिससे व्यापारियों को आर्थिक और प्रशासनिक परेशानियों का सामना करना पड़ रहा है। सीबीएम नेताओं ने कहा कि अन्य राज्यों और केंद्र शासित प्रदेशों की तर्ज पर चंडीगढ़ में भी एमनेस्टी स्कीम लागू की जानी चाहिए, जिसके तहत मूल कर राशि जमा कराने पर ब्याज और जुर्माने में छूट दी जाए।
सीबीएम अध्यक्ष संजीव चड्ढा ने कहा कि एमएसएमई चंडीगढ़ की अर्थव्यवस्था की रीढ़ हैं और लंबित मामलों के कारण व्यापारियों की कार्यशील पूंजी प्रभावित हो रही है। उन्होंने कहा कि व्यावहारिक एमनेस्टी स्कीम से व्यापारिक समुदाय को राहत मिलने के साथ प्रशासन को भी लंबित राजस्व प्राप्त हो सकेगा।
सीबीएम चेयरमैन चरणजीव सिंह ने कहा कि पूर्व वित्त राज्य मंत्री होने के नाते अनुराग ठाकुर इन मामलों की गंभीरता को अच्छी तरह समझते हैं। उन्होंने उम्मीद जताई कि ठाकुर इस मुद्दे को वित्त मंत्रालय और यूटी प्रशासन के समक्ष प्रभावी ढंग से उठाएंगे।
इस दौरान अनुराग ठाकुर ने प्रतिनिधिमंडल की बात ध्यानपूर्वक सुनी और मामले के सकारात्मक समाधान के लिए हरसंभव सहयोग का आश्वासन दिया।
सीबीएम के वाइस चेयरमैन दिवाकर साहूनजा ने कहा कि संगठन व्यापारिक समुदाय को राहत दिलाने के लिए इस मुद्दे को लगातार चंडीगढ़ प्रशासन, स्थानीय सांसद और केंद्र सरकार के समक्ष उठाता रहेगा।
*CBM SEEKS SUPPORT FOR AMNESTY SCHEME ON LONG PENDING VAT ASSESSMENT CASES*

*Chandigarh:* In a significant move to resolve long-pending VAT assessment cases, a delegation of the *Chandigarh Beopar Mandal (CBM)* called on *Shri Anurag Thakur*, Hon’ble Member of Parliament from Himachal Pradesh and former Union Cabinet Minister, who also served as Minister of State for Finance cum Corporate Affairs, during his visit to Chandigarh yesterday.
The delegation was led by *Shri Sanjiv Chadha, President, CBM* and *Shri Charanjiv Singh, Chairman, CBM*, *Sushil Bansal Advisor CBM* along with Senior office bearers *Shri L D Sharma* and *Shri Sanjay Ahuja* who also accompanied the delegation.
*KEY ISSUES RAISED:*
1. *Long Pending VAT Assessments*: Thousands of VAT assessment cases from the pre-GST regime remain unresolved in U.T. Chandigarh, causing undue hardship to traders and MSMEs. Many cases are pending for over 8-10 years due to procedural delays.
2. *Demand for Amnesty Scheme*: CBM urged for a one-time amnesty scheme on the lines of schemes launched by other states/UTs. The scheme should provide waiver of interest and penalty on payment of principal tax amount, enabling closure of legacy disputes.
3. *Ease of Doing Business*: Pending litigation blocks working capital and creates compliance anxiety for small businesses. An amnesty would help Chandigarh traders clean their books and focus on growth post-GST.
*Shri Sanjiv Chadha, President CBM* stated, _“MSMEs are the backbone of Chandigarh’s economy. A practical amnesty scheme will give major relief to the business community and also help the Administration realize pending revenue stuck in litigation.”_
*Shri Charanjiv Singh, Chairman CBM* added, _“We are thankful to Shri Anurag Thakur ji for giving us a patient hearing. As a former MoS Finance, he understands these legacy issues deeply. We are hopeful he will take up our demand with the Finance Ministry and U.T. Administration.”_
Shri Anurag Thakur appreciated CBM’s efforts and assured the delegation that he would examine the matter and extend all possible support for a positive resolution.
*Diwakar Sahoonja, Vice Chairman CBM* said that CBM will continue to pursue this issue with the Chandigarh Administration, Local MP and the Central Government to ensure early relief for the trading community at the earliest.
