As the Secretary of the Consumers Association Chandigarh, | am writing on behalf of the citizen, consumer, and commuter community to demand immediate life-saving interventions on UTroads Our attention has been drawn to a deeply alarming investigative report published in The Tribune today (dated August 30, 2026). The data reveals a staggering public safety failure: 460 lives have been lost and 39 lakh traffic challans were issued on UT roads over the past five years. ‘Most concerning is the data tracking the city’s four deadliest black spots Hetween 2023 and 2025:
Hallo Majra Light Point: 9 crashes, 9 deaths

The Core Engineering Flaw: The Absence of Roundabouts An analysis of these four deadly black spots reveals a common infrastfucture flaw: all of these junctions operate entirely without roundabouts. The current traffic light systems at these intersections are failing to protect road users. Because there are no physical circular rotaries to force deceleration, vehicles approaching from opposite directions enter these junctions at dangerously high speeds. Drivers routinely speed up to “beat the yellow light” or completely jump the red signals. The Consumers Association Chandigarh urgently requests the Administration to implement a twopronged strategy: 4. Immediate Conversion to Roundabouts (Engineering Wing & Municipal Corporation): + Demolish the high-risk traffic signal designs at Hallo Majra, Kalagram, Housing Board, and Dhani + Remake and construct modern, well-designed roundabouts at these four locations, modeled after Chandigarh’s historic rotaries, to force vehicles ‘to slow down, yield, and merge safely.
2. Zero-Tolerance Enforcement Strategy (Chandigarh Traffic Police): ‘+ While 39 lakh challans show administrative paperwork, active enforcement on the ground at these specific black spots is missing. * Wedemand the immediate deployment of stationary interceptor teams at these four junctions to catch and heavily penalize rule-breakers. * Strict, non-compoundable action must be taken against culprits indulging in overspeeding, red-light jumping, and dangerous driving. The loss of 460 lives is an unacceptable toll on our city. Safe road infrastructure is a basic consumer right. We request an immediate joint site inspection by the Engineering Dej jartment and Traffic Police to initiate the construction of these roundabouts on a war footing, Thank you for your proactive attention to protecting citizen lives.
